Ukrainian Kennel Union reminds you about the decision of the FCI General Committee dated April 15, 2016:

UKU-RKF agreement: cynological activities in Crimea (follow-up)

Following Russian Kynological Federation’s (RKF) communication (dated December 18, 2015) informing the FCI that according to Art. 9 of the FCI Statutes, it was impossible for them to follow the decision of the FCI General Committee (18 December 2015), the latter informs that according to the international and legal resolutions, the FCI has no other option than to abide by the current shape of the European borders.

Concretely, this means that :

- The only FCI member allowed, by FCI Regulations, to conduct cynological activities in Crimea is the Ukrainian Kennel Union (UKU). These activities include any event (shows, trials, etc) where the awarded certificates and titles could possibly be used in the FCI system (CAC making a dog national champion for example).
- The puppies born in Crimea can be registered only by the UKU.
- The breeders residing in Crimea can have their kennel names registered by the FCI only upon application of the UKU.
- The FCI judges residing in Crimea can be licensed (first and new breeds, groups) and authorized to judge only by the UKU.
- All export pedigrees for Crimea-born dogs will be issued by UKU exclusively.
- All documents related to Crimea will carry the following “Crimea – Ukraine” exclusively.
- Considering that the terms of the agreement between UKU and RKF have been complied, the existing rights and duties remain acquired.

Concretely, this means:

- The pedigrees, which were transferred from UKU to RKF studbooks on basis of the national UKU pedigrees, until September 15, 2015 are considered valid.
- The transfers of the kennel names from UKU to RKF carried out until December 18, 2015, are considered valid.
- The transfer of the judging licenses of the judges residing in Crimea, which were performed until December 18, 2015, are considered valid.
- Any breach of the above provisions will be considered by the FCI according to Art.10 of the FCI Statutes (Sanctions).

We want to underline once again that Ukrainian Kennel Union is the only UKU member that has the right to conduct any cynological activities in Crimea. Hence according to the FCI regulations documents for the Crimean dogs, issued by any other organization, or events, organized on the territory of Crimean peninsula by any other club, cannot be recognized by any FCI member or a contract partner.

Dear Friends!
Let me congratulate all the participants and guests of the International Dog Shows of all breeds “Golden Gates 2016” and “Ukraine 2016” with a real cynological holiday which happened here in Kyiv in the end of April!

Almost 5 thousand exhibitors from different countries of the world were judged by 29 world-known dog show judges – respected authorities from Austria, Belarus, Bulgaria, Czech Republic, Denmark, Finland, Germany, Hungary, Italy, Ireland, Lithuania, Moldova, Netherlands, Philippines, Puerto Rico, Serbia, Spain and Ukraine, among them there were Mr Rafael De Santiago, The President of the FCI, Mr Jorgen Hindse, the President of European Section of the FCI, Mr Dinky Santos, the President of the Asia and Pacific Section and many other top-class judges and real “stars” of the cynological world! Ukrainian Kennel Union is grateful to all the honored judges who came to Ukraine to make this wonderful holiday come true!
A great number of participants, guests and visitors at the shows can be explained not only by the successful activity of the UKU in the recent years but also by the fact that Ukrainian Kennel Union is hosting the greatest event of the European continent in 2017 – European Dog Show 2017 on August 24 – 27, 2017 here in Kyiv. This immense event is to gather about 20 – 25 thousand exhibitors from all over the world and Ukrainian Kennel Union is already doing its really best to get ready for the welcoming the best representatives of the canine society in the capital of our country and impress everybody with the perfectly organized event and traditional Slavic hospitality.
April shows “Golden Gates 2016” and “Ukraine 2016” have traditionally been a real holiday for the professionals and amateurs in cynology, as well as the fans of dogs, an exclusive cynological show at which the best Ukrainian and foreign dogs of more than 200 breeds were represented!
The charity event “A friend in need” – a demonstrative lesson on canis therapy for “special kids” organized by the UKU, rehabilitation Center for handicapped people “Maybutne” and zoo center “Larmon” – has been held for the first time in the special ring. 
The traditional already contest-parade of the national embroidered cloth showed the bright colors of Ukrainian traditional pallet. The traditional embroidered cloth “VYSHYVANKA” is not a politics; it is beauty, patriotism and mood!  
Thousands of visitors of the shows got cheerfulness, good mood and faith in future – that’s what we all need now!
We want to congratulate all the best representatives of the breeds with their great successes and of course the winners in the main competitions, and wish all of you further victories and successful events!
We want to thank the board of the FCI and all our friends who were judging at these shows for warm words and high evaluation of our work!
Also shortly before the Easter celebrations I want to send warmest greetings with the Christ's Resurrection of Varsonofy, the Bishop Borodyansky, the Vicar of the Kyiv Metropolis! The Bishop wishes all of us the Happy Easter and addresses to us the ever-living words - Christ has risen! May these prayerful wishes of good health and inexhaustible support of the Risen Savior bring us happiness and success in all our affairs for the benefit of all and for the development of the Ukrainian nation.
Congratulations to everybody with the wonderful spring holiday – the Easter! I wish health, peace, happiness and prosperity to you and your families!

In execution of the Law of Ukraine # 578-VII «On ratification of the European Convention for the Protection of Pet Animals" dated 18/09/2013 a complete ban on surgical operations, for the purpose of modifying the appearance of a pet animal or for other non-curative purposes, in particular docking of tails and cropping of ears, is introduced in Ukraine from 01/08/2014.

In this connection we inform that according to the order of the UKU President # 2 of 17/02/2016 Ukrainian dogs born before 01/01/2016 with docked tails and/or cropped ears can participate in breeding, show, sports and other activities within the frames of UKU.

Ukrainian dogs with docked tails and/or cropped ears born after 01/01/2016, are not allowed to participate in show, sports and other activities within the frames of UKU.

An exception is given to dogs that were docked and/or cropped for medical reasons, proved by the original of the medical certificate of the state veterinary clinics.

Dogs, born in countries where docking and/or cropping is still allowed, can participate in breeding, show and sports activities within the frames of UKU.

Dogs of the breeds, in the countries of origin of which docking and/or cropping is still allowed, can participate in breeding, show and sports activities within the frames of UKU.
Judging dogs at the dog shows of all levels in the UKU system is to be performed according to the valid FCI standard of the breed.

Mr Presidents, dear Mr Inshakov, dear Mr Onichshenko

Following the decision made by the FCI after the meeting that took place in Copenhagen end of last year (FCI, H.Skliarova and E.Yerusalimsky), we are in receipt of the attached letter (RFK) and subsequent reaction from UKU below.

The FCI General Committee considered the two messages and respects RKF's position. However, as stated on previous occasions, the General Committee wishes to reiterate that to date, the FCI does not recognize any change in the shape of the European borders. Concretely, this means that the FCI considers that RKF has no authority, within the FCI frame, to conduct activities in the Crimean region.
